CJFH Takes Lead to Found the China Tobacco Cessation Alliance

On the afternoon of August 31, 2016, the inaugural conference of China Tobacco Cessation Alliance was held in Beijing thanks to the organization of China-Japan Friendship Hospital (CJFH). Experts and leaders such as Wang Huaning, the inspector of the Publicity Department in National Health and Family Planning Commission, Kelvin, the technical officer in WHO Representative Office in China, President Sun Yan, Academician Gao Runlin, CJFH President Wang Chen, Party Secretary Zhou Jun and Vice President Peng Guoqiang, all attended the inaugural conference.
 
To implement the spirit of Notice on Further Strengthening Tobacco Control Implementation Work (NHFPC, [2014] No.8) printed and published by the NHFPC and help the medical institutions under the NHFPC fully playing their roles in smoking cessation, delegated by NHFPC, the cooperating center of WHO Smoking Cessation and Respiratory Prevention in CJFH takes the lead to found the China Tobacco Cessation Alliance (CTCA).
 
The Alliance is a national, academic and non-profit social organization voluntarily formed by hospitals, institutions and individuals that is willing to undertake the smoking cessation treatment. The members of the Alliance are composed by the affiliated hospitals of the NHFPC and the members of the group units in the tobacco medicine of respiration disease division in Chinese Medical Association. Currently, there are 53 members in total and will be gradually in expansion.
 
The Alliance aims to gradually build the clinical tobacco cessation system in China, promote and establish the integrate tobacco dependence diagnosis and treatment network in the national level, enhance the non-smoking institution construction, and help the doctor smokers to quit smoking. By coordinating with the NHFPC to implement WHO Tobacco Control Framework, it’s expected to lower the smoking rate in China, reduce the tobacco harm, and make contributions to achieving the goal of health China.
 
The operating range of the Alliance is to push forward the construction of non-smoke health and family planning institutions, build the clinical smoking cessation system in China, organize relevant smoking cessation training, and optimize electronic information system to promote the smoking cessation. It also involves the organization of tobacco cessation alliance to proceed with publicity activities. In combination with other relevant work concerning tobacco control, it aims to apply the joint forces to promote China’s tobacco cessation work and undertake other work Delegated by government and departments concerned.
 
Dr. Wang Chen, the newly-elected Chairman of China Tobacco Cessation Alliance and the President of CJFH, firstly introduced the foundation background of China Tobacco Cessation Alliance. Meanwhile, he put forward that it is a universal medical fact that smoking is harmful to health. All medial staff should have specific and scientific knowledge for the harmfulness and control of tobacco and have to jointly participate in smoking control and help the smokers quitting tobacco. After the establishment of the Alliance, all associated work should be proceed practically by details of building tobacco dependence diagnosis network and China clinical tobacco cessation system, continually constructing non-smoking institutions, helping the doctor smokers quitting smoking, and coordinating the NHFPC with the implementation of WHO Tobacco Control Framework. In addition, the morality of chronic disease occupies 86.9% among the total morality. The most preventable factor for the cause of chronic disease is smoking. In the National Health and Wellness Conference held recently, our General Secretary and Premier both expressed the motion that there will be no all-round well-of society without the health for all. They also emphasized the importance of prevention for which the most important means is smoking control. Hospitals and doctors bear the heavy responsibility and should make some differences.
 
Delegated by Doctor Bernhard Schwartlander, the China representative of WHO, Kelvin, the technical officer in WHO Representative Office in China, attended the conference and delivered speech. He mentioned that the support for tobacco cessation policy really achieve some expected effects according to the global experience. Smokers need some strong social support to help them quitting smoking. Accordingly, CTCA can fully play its role to build the network composed by the medical staff and tobacco cessation activists to provide the enabling environment for them. In recent years, China has made great progress in tobacco cessation field with the emerging tobacco cessation methods and updated applications of mobile communications technology and mobile health technology. WHO is willing to cooperate with China in such specific field.
 
Academician Sun Yan, the famous clinical oncologist, mentioned in her speech that the foundation of CTCA signifies that the tobacco controlling cause initiated by Academician Weng Xinzhi 40 years ago is proved to achieve inherence and develop to a new stage. In recent years, the government attached great importance to tobacco control, so the foundation of CTCA is a milestone advance. It’s expected that the tobacco control model of the CTCA can promote and utilize in different sectors and conclude the experience to make greater progress in tobacco control.
 
On behalf of the NHFPC, Wang Huaning, the inspector of the Publicity Department in NHFPC, expressed sincere congratulations to the foundation of CTCA on behalf of the NHFPC. She pointed out that the initiative that CJFH takes the lead to found the CTCA by the delegation of NHFPC is to fully play the roles for hospitals under NHFPC, by which to enhance the non-smoking hospital construction. It is hoped that such hospitals can actively involve in the work of the Alliance, build tobacco cessation clinics and tobacco dependence diagnosis network, and positively promote the concept of “Smoking addiction is a kind of chronic disease”. In addition, it aims to build the non-smoking institutions as the main contents for the hospital grade assessment and medical capacity construction, by which to make contributions to achieving the health China.
 
According to the agreement of the alliance articles, the foundation conference elected the alliance organizational structure and membership. The consultants of the Alliance include Huang Jiefu, the former vice-minister of Ministry of Health, Wang Longde, the former vice-minister of Ministry of Health, Mao Qun’an, director general of the Publicity Department in NHFPC, academician Zhong Nanshan, academician Sun Yan, academician Chen Junshi, academician Gao Runlin, academician Zhao Jizong, and Wang Ke’an, director of Think-tank Research Center for Health Development. Academician Wang Chen, the president of CJFH will serve as the chairman.

Dr. Xiao Dan, Director of Tobacco Medicine and Cessation Center in CJFH, will serve as the Secretary General. The conference is hosted by Zhou Jun, Secretary of the Communist Party Committee in CJFH.
 
About 300 people participated in the event, including institution leaders from NHFPC, WHO Representative Office in China, 50 hospitals under NHFPC, team members of group units in the tobacco medicine of respiration disease division in Chinese Medical Association, some persons in charge of associations concerned, tobacco cessation experts from home and abroad, relevant representatives from international organizations, medical cluster members in CJFH and medical staff.
 
Tobacco Medicine and Cessation Center is responsible for the relevant research in tobacco medicine and epidemic respiratory disease as well as the regular work of tobacco cessation clinics and national tobacco cessation hotline of 4008085531. It also aims to organize the associated training and domestic academic communication in the field of tobacco medicine, carry out international cooperation and academic communication. Besides, it also organizes health education and publicity activities to raise people’s awareness of the harmfulness of tobacco, undertakes the tobacco control work delegated by the government, and makes reports or suggestions about the tobacco control work to the government.
Currently, the department undertakes such projects as Tobacco Cessation and Management Education Project in China, The National Natural Science Foundation of China and WHO. From 2005 to 2014, the team has been in charge of the work of WHO Tobacco and Health Cooperating Center.
