NHC Holds a Press Conference at CJFH to Introduce the Development of “Internet + Health” and Other Issues Related to Hospital’s E-Health Services

On the morning of April 26, the National Health Commission of China held a special press conference at the China-Japan Friendship Hospital(CJFH) to introduce the development of “Internet + health” and other issues related to hospital’s E-health services
It is understood that in recent years the CPC Central Committee and the State Council have attached great importance to "Internet + health". The Healthy China 2030 Program Outline and the Guidance on Actively Promoting the “Internet +” Initiative by State Council have all made relevant deployment. In order to implement the decisions of the Party Central Committee and the State Council, the National Health Commission and relevant departments studied and drafted the Opinions on Promoting the Development of “Internet + Health” (hereinafter referred to as “Opinions”). On April 12, Premier Li Keqiang presided over the executive meeting of the State Council, reviewed and approved the "Opinions" in principle, requesting the accelerated development of the " Internet + Health " to make it more convenient for patients to seek medical services with less running errands and provide high-quality medical services for more patients.
According to Jiao Yahui, a Deputy Director-General of the Bureau of Medical Administration, this document mainly consists of the following three aspects:

The first is to improve the "Internet + health" service system. This section emphasizes the seven main areas for the integrated development of the Internet and health services, including the development of “Internet+” medical services, innovation of “Internet+” public health services, optimization of “Internet+” family doctor signing services, improvement of “Internet+” drug supply guarantee services, enhancement of "Internet +" medical insurance settlement services, promotion of "Internet +" medical education and popularization services, and advancement of "Internet +" artificial intelligence application services, covering a wide range of fields in the medical, medicine and medical insurance "three medical linkage" system.

The second is to improve the "Internet + health" support system. This section clarifies the related guarantee and support measures from five aspects including accelerating the realization of interworking and mutual sharing of medical and health information, establishing and improving the “Internet + health” standard system, enhancing the hospital’s management and convenience services level, strengthening the infrastructure’s guarantee capability of medical institutions, and formulating and improving relevant supporting facilities in a timely manner. Relevant measures are also put forward in this section.

The third is to strengthen industry supervision and security assurance. This section marks the bottom line of safe and orderly development, and provides clear regulations on strengthening medical quality supervision and safeguarding data and information security.

"A series of policy and measures put forward in the Opinions clarified the clear attitude of supporting the development of "Internet + health", highlighted the policy orientation of encouraging innovation and being inclusive and prudent, defined the key areas and supporting systems of integrated development, and proposed the rigid requirements for safety supervision.” Jiao Yahui said that the introduction of those policies would vigorously promote the in-depth integration and wider development of “Internet +” innovation achievements and health fields, laying a solid foundation for safeguarding people's health in an all-round and full-cycle way and building a healthy China. "Internet + health" is a new thing, involving many participants, a wide range of fields, and a high risk of privacy and security. It is also in urgent needs for departments and localities to strengthen integrated coordination and interaction to build a working system with clear division of responsibilities, close cooperation and high-efficient operation. Next, the National Health Commission will work with relevant departments to organize and implement policies, regard the hospital application services as an important entry point, track local practices in a timely manner and strengthen guidance, speed up the working progress, obtain practical results as soon as possible, and effectively safeguard people’s health and life safety.

CJFH President Sun Yang introduced the hospital’s achievements in Internet + health in recent years. As for telemedicine, it has long established a telemedicine collaboration network linking grassroots organizations with large hospitals through modern Internet information technology, connecting medical institutions and medical staff in different physical spaces together; in terms of health alliance construction, CJFH combines the Internet telemedicine with training, establishes regional and specialist health alliance, promotes a hierarchical diagnosis and treatment model, and facilitates patients to visit doctors nearby; and with regard to convenience-for-people and benefit-for-people measures, CJFH focuses on promoting the integrated application of Internet information technology and medical services.

Before the press conference, the participating guests and media representatives visited the three-dimensional helipad of our hospital, observed the teleconsultation at the National Telemedicine and Connected Health Center, and tried the self-registration process in the outpatient hall to experience the convenience of Internet + health services personally.
The hospital’s helipad is located on the fourth floor of a three-dimensional parking facility. It is an air medical rescue platform with the night flight function which is closest to the city center. The picture shows that the 999 aviation medical rescue helicopter is landing on the apron on the day of the special press conference.
 
People from the media experienced the self-service registration service and made records at the outpatient lobby.
 
Mr. Ren Zaifang, head of CJFH’s Department of Operations and Information, presented the first-aid intercom system mobile phone app to people from the media in the hospital’s South Garden and introduced that the hospital utilized IT to create a smart hospital, improve the medical care quality, and provide convenience-for-people and benefit-for-people services.
 
At the National Telemedicine and Connected Health Center located on the third-floor of the hospital’s International Department, Professor Lu Qingjun, Director of CJFH Telemedicine Center introduced the telemedicine system.
 
Professor Cui Yong, Director of CJFH Dermatology Department demonstrated the achievements of applying the AI system of skin tumor decision-making to the diagnosis of dermatological diseases.
Professor Zhu Qian of Pain Management is conducting a teleconsultation.
 
On behalf of the grass-roots institutions, Dr Jiang Mingyan from Central Hospital of XiangTan city in Hunan Province, who was participating in the respiratory and critical care disciplinary construction programs organized by CJFH, shared his experience in the discussion, training and consultation of intractable cases supported by the Internet.
 
Guests toured the South Garden where they lifted their mobile phones and took pictures, praising CJFH as the most beautiful hospital in China.
